It looks like Mewtwo will be available as a paid downloadable character for Super Smash Bros. for 3DS and Wii U regardless of whether you own both versions.
Initially revealed as a free character for those who purchased both the handheld and console versions of the latest Super Smash Bros., Mewtwo will be available as a paid DLC at a later, undetermined date, as Kotaku has pointed out. The game’s Japanese website fine print states that there are plans to sell the Pokemon character to those without both versions of Smash.
