By negotiations, they mean that Cemex rejected the lowball bid so Chavez stole it instead. Didn't we already go through this industry nationalization in the 20th Century? It's unfortunate that people can be so ignorant as to think this has anything to do with Chavez wanting to help the poor while its really about his attempt to grab more political power and make his cronies rich.
