Square-Enix has revealed that while Final Fantasy XIII-2 will contain much of the game’s DLC bundled with it when it launches on Steam, the company wasn’t able to get all of it packaged with the game “due to licensing and contractual restrictions.”
The full list of included DLC reads as follows:

Notably absent DLC includes the crossover costumes that gave players outfits based on Mass Effect and Assassin’s Creed characters.
Final Fantasy XIII-2 will support 60fps and customizable resolution (720p, 1080p and “more”) and Japanese voice support with English
subtitles when it launches on Steam.
The game will come to Steam on December 11th as part of Square’s rolling out the Final Fantasy XIII trilogy on the service. Final Fantasy XIII has already been released on the platform and Lightning Returns: Final Fantasy XIII will complete the trilogy sometime in 2015.
