As of now, Playstation Network is down for some due to “high volume,” according to Playstation.
This high volume could very well be due to the Destiny beta launching today, no doubt leading tons of people to boot up their Playstation 4. In my situation, I have been downloading the beta for a little over four hours and am just barely hitting the 38 percentage complete mark.
Sony commented on the Network being down by saying
The PlayStation Network is currently experiencing high volume and users may experience issues when connecting to the service. We will update you with any changes that may occur in regards to this issue. Thank you for your patience.
