Atlus has released DLC character Margaret for Persona 4 Arena Ultimax, and as she is released, other DLC characters Adachi and Marie have reverted to paid DLC.
All three characters now cost $4.99 individually, but there’s also a plethora of add-on content to download, including costumes, navigator voices, lobby avatars and background music.

Persona 4 Arena Ultimax is out in North America now (read Gaming Trend’s review), but the game is still coming to Europe in November, and fans in that territory will get some different pre-order incentives than Americans did.
