I think the key is tied to an Origin account, so I don't know if anyone can sell this used...

from what I have seen, this is true.  once you have added the serial to your account, it cannot be used anywhere else.  if this is like Blizzard's system, you don't even need to keep the physical disks any more as you can simply download the game whenever you want.
