In this thread on cheapassgamer there's a guy who supposedly works at CompUSA and says that both the XBox and PC versions will be at an amazing $29.99 this weekend starting Sunday June 12:

This would be awesome if true.

It is 29.99 this week for both the Xbox and PC.  This price is online also.

Does anywhere have a rebate deal, so I can juggle the pricematch and rebate?

I just got back from circuitcity and was able to get it for 27.99 plus tax.  They price matched it and gave me an extra 10 percent of the difference.

Not that I know of.

$30 is a steal for this game though with as much content as it has.

Oh, Im down with $30, I own GTA3 and GTA:VC for the PC, so I know they are great.  But I always feel the need to be a complete cheap-ass when it comes to purchasing stuff.  Buying the game for as little as possible is a mini-game all by itself.

Ha!  I completely agree.  Right now I'm wrestling with trudging along, searching for the $20 power-up, or just giving in and hastily using the damn cheat-code.

So far, my decision has been tempered by the fact that, like a Maxis game, using the cheat-code too much incurs a natural disaster - the wrath of my wife.
