Sadly true.  I really don’t know if it will ever be on sale on Steam.  I don’t think EA owns the rights to the Steam version since they self-published and since the company imploded I don’t think there is anyone to authorize a sale.

Anyone interested in Spec Ops should consider getting the bundle.  That's an insanely cheap price for it.
