I think what it comes down to is that you are forward deploying a smokescreen.  Tanks are capable of deploying one to cover movements, but the tank has to be in the area where it's needed.  The idea behind the WP is to be able to deploy a screen to cover movements into an area rather than movements of troops already there.

Also, smoke requires fire.  You want something for that purpose that isn't going to be counteracted by Mr. Rogers with a garden hose.

The ethics depend on what the intended target is.  Population density alone does not dictate the choice of weaponry.  And as General Peter Pace said, "A bullet goes through skin even faster than white phosphorus does."

The photo in the article you linked seems consistent with what I would consider the deployment of a smokescreen.  (I am certainly no expert on the subject, however.)   There is not a discrete target that is being the target of a concentrated burst of WP.  I would imagine this would not fall under individual civilians or civilian targets being the object of attack. 

Israel did ratify Protocol III on 22 Nov 2007.

I'm not being touchy about the newest member of the local jail, but I do think some of the responses are disproportionate to the author's post.  If he came in here stating the facts then asked how his buddy could get ROR or the charges dropped, then he would certainly be deserving of an OMGWTFDUMASS.  As it was, he came in asking for thoughts from some of our more jurisprudent members.  Yeah, the guy's buddy should be using some of the brain cells that he has left, but it's my opinion that Glycerine was deserving of a tad more respect than some of our members were prepared to show him today.

I assume you mean catching cheaters, not actually using it yourself.

I heard a guy in FFA last night trying to justify his use of one in Makin due to he'd never tried it before and as soon as he ran out of ammo, he'd have to leave it anyway.   Roll Eyes  Good one.  He got reported.

And another one on Seelow are the rock-humpers.  On the side with the water tower, to the right as you're facing the end of the map, there's apparently enough small ledges to climb your way up the rock face.  It takes a fair amount of work from what I saw last night.  And I reported both of them that I did see. 

If this is the Christmas bonanza that I was told to expect from the newbies, where can I return it?

I would say that without knowing the state he was in and the governmental level of the prison, any info would be rampant speculation.  It it was a federal/state prison, I would imagine that the local charges above are going to be the least of his worries in the near future.  

Also, it sounds like the marijuana charge is the least of them.  It's the other pills that are going to be the big issue.  I would expect the prior to factor in heavily when it comes to bail, the willingness of the DA to deal, and the sentencing.

The idea that you can be 100% successful is completely off base.  Run 100% of the time and there's 8 men in the box with three backs covering the outside.  Pass 100% of the time and you're only getting three rushers while you have 8 people covering your 5 receivers. 

The trick is to get more coverage to think you're doing the opposite.

Reminds me of my iPhone purchase, but in a different way.  I had to go through the store and order it from them and wait rather than picking it up at an Apple store due to an account relocation. After going to the store at 7 p.m. on a week night, I was left to cool my heels for a full hour before the one guy capable of performing the activation was available.  When I walked in, I had picked up $60 of accessories to purchase.  As time went by, I started putting them back.  When they finally got to me, I asked point blank for a free accessory for my trouble and was told "we don't do that."  When he got to the point in his spiel where he asked me if I wanted any accessories to go with it, I told him directly, "After an hour, I'll get them somewhere else."  He was apologetic and didn't attempt to press me on the issue.  He knew that he had lost a sale and a good commission off those accessories due to my wait.
