All of the Ace Attorney and Professor Layton games have been (or will be) localized, and Level 5 has stated that they intend to increase their presence outside of Japan, so I'd say this is a lock for localization.  Siliconera has some details here.

Obviously I'm intrigued, though I wonder about the lack of humor in the trailer. It has much more of a Layton feel than PW. Not surprising, just an observation.

Siliconera has a gameplay trailer.  Surprisingly, despite both series being 2D, the gameplay looks to be all in 3D.  Also, at the Tokyo Game Show, an information sheet regarding the game mentioned things like English name changes and the like, so it looks like plan to localize it smile

well, they announced this will finally be hitting North America and Europe in early 2014.
