What is the U.S. Government's fascination with Czars? They were tyrannical rulers that made Peasant's life miserable. Do people think it sounds cool without worrying about the history of the term?

It's just a term to insinuate the person in the position is a person in far-reaching authority of that which they oversee.  I agree it might be insensitive and unfortunate that this is the term they choose, but in this choice of term, the intentions are quickly made clear, as well as the respect expected for the person holding the position.

Car Substitute High School Physics Teacher  would not carry the same weight, after all

We could call them Kaisers. Or maybe Caesars.

Car Kaiser.

Car Caesar.

Or better yet we could have a car triumvirate and call them the Car Augusti.

Tsar, Czar, and Kaiser are all derived from Caesar anyway. 

I'm reminded of Dragonheart.... something to the effect of "Instead of calling me Dragong, you call me dragon in another language?"
