The answer is never. They have never come back into style. It's just a select few douche bags who insist on wearing them up who keep it alive. It's a lot like Mullets. They were never in style, yet you can still see this abortion of a hair cut in the wild from time to time.

I went down to Montgomery, AL on business a few months ago and got to see a mullet in the wild.  I think they're on the protected species list.

I work close to one of the most financially well off high schools in the entire state.   All the food joints are near there. 

Popped collars are in.  Along with mirror navigators.   

I didn't do the collars in the 80s.  I'm not about to do it now.

Have never done it, and don't think I've ever seen it in the wild.

However, I tend to stay on the more formal side of the spectrum. If it were up to me, I'd bring back the days when all gentlemen wore suit, tie, and some type of stylish hat. I abhor seeing young punk kids with their pants drooping around their ankles. My wife says I'm a 75 year old trapped in a 33-year old body.
