So, it may be that David Lynch had a meeting with the folks at NBC about a third season of Twin Peaks. Here's the pitch: The story Lynch allegedly offered involves a modern-day female reporter investigating the evil, toothpaste-squeezing, mirror-smashing Killer Bob-possessed FBI special agent Dale Cooper we saw in the final minutes of the series’ second season on ABC.
Apparently this imposter Cooper went on a “rampage” and killed a pair of (so far unspecified) Twin Peaks residents and has for decades been locked away in prison. SOURCE

As long as they go into that season with a clear vision of where they want to go, I would love it. The first season of Twin Peaks was amazing. Unfortunately, the network decided that it was so popular that another season was in order...much to Lynch's surprise since he had only plotted out one season with a clear wrap up to the story in the finale. Season 2 was just a mishmash of on the fly story lines that went nowhere.

I heard differently. The reason the season finale in the first season was filled to the brim with one cliffhanger after another was because the show's creators wanted to build so much desire for a second season that the network couldn't refuse them.

This sums up what I've read: Lynch supposedly didn’t want the show to go on beyond Laura Palmer, but the networks wanted to try to boost ratings by revealing the killer around sweeps. This left him aimless, and scrambling to create a storyline which would still fit his aesthetic while making sense with much of the “clues” he left in earlier episodes (all of which were apparently going to allude to Lynch’s intended reveal of the killer). Lynch himself even says he’s not fond of the second season after the killer was revealed (he’s actually been quoted as saying “It sucked”). So it seems that maybe Lynch was amenable to a second season...but network input caused the show to divert from his vision. In any case, season 2 is widely considered a train wreck in comparison to season 1.

What you're referring to here has nothing to do with the transition from the first to the second season, but happened during the second season when ratings were dropping. The network decided to reveal Laura Palmer's killer mid-season (the intention was always to reveal him at the end of season 2) to build hype. David Lynch, in the snippet you included above, refers to the show's content after the mid-point in season 2.

I loved Twin Peaks,i loved season 2 as well....i was just annoyed at how it all ended,with about a dozen cliffhangers

I only recently watched Twin Peaks for the first time. Season 1 was great. Season 2... not so much. I actually stopped watching partway through (as soon as they revealed the killer, I think) and never went back.
As for a season 3, who knows? I'd probably give it a shot.

If you really liked Twin Peaks, then you should check out the homage episode of Psych. It was called Dual Spires. It had several of the Twin Peaks actors and was hilarious.
