I agree, that's totally the wrong way to go about it. But it's seriously douche-y to not pick it up. The bags are made of biodegradable materials. (most) Dogs don't go on concrete and it's typically soft-serve, so kicking it would be a great way of getting it all over your shoes. Not picking it up is also a great way to get yelled at. Hell, I pickup and have gotten yelled at while picking it up. Some people are freaking ballistic about it.
