If one of your numbers is the highest possible number in the lottery, there's no way you're going to be one less than each the winning numbers. The difference is slight, but it's there.  So the winning strategy would be to always choose the highest number possible, so you can never lose to this close call...

That draw was worth 24 Million Euro.
To win at that ticket you need the first five selected from 1 to 50 inclusive. If you don't get the stars, they would have gotten ~100k Euro. The stars are selected from 1 to 11.
Keeping in mind that each number you select in group A: 1) needs to be 1-50. 2) Does not repeat.
So your odds are: 1 in 50 on the first number 1 in 49 on the second number 1 in 48 on the third number 1 in 47 on the fourth number 1 in 46 on the fifth number.
Were you to be planning on having every number one lower, your requirement is then that you would never pick 50, and if the 1 came up, you'd lose automatically.
That loss scenario is compounded by the repeated draws, making it 1 in 50 for the first number, 1 in 49 in the second and so on. This becomes a big factor.
And group B: 1) needs to be 1-11 2) Does not repeat.
So your star odds are: 1 in 11 on the first number 1 in 10 on the second number.
While the odds may be close, remember that using a "to the power of" drastically reduces odds, even though it may seem insignificant I'd say missing every number by one is a little bit harder to do. Once again, 11 is something you'd never pick, and a drawn #1 is an instant loss, with 1 being risked in two separate draws with a 1 in 11, and then 1 in 10 chance.

All you need to match is a series of numbers one below the original numbers. This is absolutely no different from the chance of getting the original ones, apart from the highest number problem mentioned earlier. You're creating non-existent conditions and applying them to your equation, which is confusing you (understandably I might add. This kind of stuff is tricky to master).
