Nonsense! That's only true if you're not 100% sure that your phrase is the exact one you're looking for. Using quotes can mean the difference between several million hits and half a dozen, with the latter option being the good one.

Why worry about cutting the hits from several million to half a dozen when google is so good at putting those half a dozen at the top of the list?  I only use quotes if my first search doesn't give me the hits I expect, which is very rare.  Most times they just aren't needed.

exactly...Google used to put up message if you used quotes recommending that you remove them because the search engine is smart enough to prioritize results that you would see if the quotes were present (even if they're not) and having the quotes in place can mean appropriate results get filtered out just because the search term isn't an exact match (incorrect or alternate spellings, for example).  while they are helpful on rare occassions, putting all of your search queries in quotes can often keep you from seeing things that might be of interest.

As to the reference, there's a common meme where someone will post a picture with something unexpected hidden in it, usually with a black frame border (like the basement one I posted a little while ago), and the message will read: "When you see it, you'll shit bricks."  You may have noticed the rectangular lump in the girl's bikini.  I'll leave the rest to you.
