Personally I'd be more in favor of blaming the individual vs. the parents.  Perhaps a retroactive abortion instead of this solution?

EDIT: Of course I'm not saying to actually kill every criminal.  Stating that clearly before anyone takes it literally.

There are people who should not be parents, let's face it.

But regulating parenthood (not that such a thing is possible, what with procreating being a God given mission and all) wouldn't work though.  Because let's face it, those who could pay enough to manipulate the system would do so, so that all we'd REALLY be doing is restricting the parenting options of the poor and/or minorities.  Last I remember, Columbine wasn't done by the kids of crackheads.
