Westley might have been good, if he could have gotten past Angelides. However, nobody was going to do well the past few years. Cali's gov't is too dependent on income and property taxes. If both get nuked (like they did), it's a clusterfuck no matter what you do. |

Once you establish a state program with a level of bureaucracy it is very hard to get rid of it. |
