I enjoy Penny Arcade's strips but I'm not getting this one.  Can someone explain what I'm missing?

Looks like the typical "government agency pulls the badass out of retirement" opening you frequently get in action movies. Not sure what game it might be tied into, but Part Two should make it clearer.

Well.. based on the location given and the dialogue the first two frames are pretty much directly lifted from Shooter, so yeah. Crayola for the win there.

Negative - those are pulled from Swordfish.  The Senator was fishing in the catch and release stream, etc.

As for what is missing, I'd say "The funny" is missing.

Sometimes they like to do a semi-serious story. *shrug* Personally, I don't care for when they do it (cardboard tube samurai) but I'm not about to fault them for experimenting.

I think it has to do with ping-pong, as they've been known to have matches against different groups.  I'll have to wait for the news post.

Okay brainiacs... the title is 'Paint The Line, Part One'.

Part One.  As in, there is more to follow... so there's no punchline yet, just setup.  Of course it doesn't make sense.

If a series of shorter comics is leading up to a bigger punchline, there should still be smaller punchlines in each episode on the way to the big finish.  See: Order of the Stick.

I'm gonna catch some shit for that.

I guess while I'm catching shit for that I should get it all over with at once and say that George RR Martin is one of the worst writers I've ever had the displeasure of reading, and Christopher Nolan's movies are pretty bad, and um... what else is held sacred here...

Here, then, is the distillation: We have had it in mind to deliver an eighties Ping-Pong movie in comic form for a very, very long time. The way our years are structured, there was no crevice in which this thing could germinate. It continued to simmer, growing more potent, until this trip of his provided an excuse. So, yes. It's opening day for Paint The Line, a seven strip geopolitical ping-pong blockbuster.

So there you have it.  It's a movie.

I'd suggest a rewatching of Shooter for you since both the lines and the location are in that movie word for word and it sucks about 1,000,000,000,000,000 times less than Swordfish.

I found the comica bit funny. It's not ZOMG ROFL funny, but still mildly amusing. I think people read too much into them. Just take gotta take them for what you see. A hero saving the world using ping pong. come on, that's so ridiculous it might just work!

For some reason I thought it was touching on Ping Pong Diplomacy.   The line about being up against 'the reds' (Communism? or Cincinnati?) and the Free World being at stake.

I do have to agree - Shooter was shit.  I knew I was in for a real mess when, in the first 5 minutes of the film, the shooter is carrying TWO sniper rifles.  Seriously, I thought he'd be using them akimbo by the end of that disaster.

Funny. I loved the show because of the characters, and DESPISED the movie for being done to death by Whedon 10 years ago.  (I have an idea, know that story about the first human telepath?  Lets just rerun 'Chick kicking ass'-meme that every network station ripped off of buffy!)

I'd suggest a rewatching of Shooter for you since both the lines and the location are in that movie word for word and it sucks about 1,000,000,000,000,000 times less than Swordfish.

Halle Berry's boobs.

...couldn't even save that miserable turd of movie. It's like eating shit. Sure, there might be an undigested peanut in there providing a nice respite of non-fecal flavor, but at the end of the day, you're still eating shit.

I do have to agree - Shooter was shit.  I knew I was in for a real mess when, in the first 5 minutes of the film, the shooter is carrying TWO sniper rifles.  Seriously, I thought he'd be using them akimbo by the end of that disaster.

Are we still talking about The Marine?

I'm pretty sure his statement was in reference to Swordfish and not Shooter, but have at it. It's also worth noting that I never said Shooter was good. Just that it sucks less than Swordfish, Halle Berry's tits or not.
