Green not only has a higher luminance value than blue but also in early digital formats the green channel was sampled twice as often as the blue, making it easier to work with. The choice of color is up to the effects artists and the needs of the specific shot
Also, the green background is favored over blue for outdoors filming where the blue sky might appear in the frame and could accidentally be replaced in the process. Although green and blue are the most common, any color can be used.

That was actually pretty brilliant. Shows how important a good green screen work can be to fool the eyes into thinking it's real. Also makes you realize that there's a lot more work put into getting a specific scene. Really puts the bad work to shame, like in the movie Australia.

The one that really got me in that clip was where Ugly Betty walks out of a building, past a reporter and face first into a bus stop. I was expecting some greenscreen enhancing the background. Instead, nothing except the two actors was real.

Wow, green screen tech has come a long way. I didn't realize it could be used outdoors so well now, I was used to it all being indoors. Likewise, matte painting techniques have improved.

Thanks for taking the trouble. I figured maybe there were more blue than green foreground objects. Hadn't thought about the sky. In my day, we didn't have green, so the point was moot.

Actually guys, a lot of those shots you see do have real footage as the background, such as the Ugly Betty scene. That's a real bus stop and building, and stair. It's likely they just didn't want to have an expensive on location shot so they had a camera crew record the actual location (or multiple locations spliced together) then superimposed the actors on it.

I just never thought they'd film an entire scene without the star and insert them later. You can even see an extra in New York reacting to her faceplant in LA.

They moved the cast last season. I would swear that a couple of those shots were done since they moved to NYC, though. If so they're using green screen for some other reason. It could be as simple as release forms or the skyline not looking right or trying to block some billboards.
