You need to check the rental laws/codes in your area.  There could very well be a limit on the amount of persons allowed in one house or a certain number of required parking spots (on property) per said number of people in house (most college towns have one of those).  Also, have you called the home owner and explained the situation to him?  Learn all the laws and codes first.  If you find a violation (even the dumping garbage) then go to the property owner and lean on him to the dirty work for you.  If that doesn't work then file complaints with the appropriate people.  Do NOT talk to this guy, he is only trying to antagonize you.  Use the law to your advantage, file noise complaints, garbage complaints, everything until they get the message.

Yeah, I was going to suggest going to whoever owns the property he is renting with since you now know where he lives.   Contact them about the problem and stop leaving notes with this stupid kid.  He obviously doesn't know what the law is and the best route is to get someone else to put some pressure on him.  Giving his roommate the legal stuff was a start, but most kids that age are just going to blow that off and either assume you will only threaten and not act or that you are making things up.

I immediately went over there, pretty much shaking with anger... he wasn't home, but I talked to his roommate and left a copy of the law.  Please let this be the end of it... ugh. Sucks to be on edge in your own house all the time.

Maybe every year, the old tenants have a tradition on passing onto the new tenants the fact that parking in front of your house really pisses you off.  They probably have a little scrapbook with your notes and journals about all the fun times.  They don't worry about it too much since you never do anything.

These notes are too accurate for Sand Crayons. Only Imperial Stormmarkers are that precise.
