IE 5.0 was just released in his country and everyone there is rushing to upgrade to it from Netscape 4.0.  It'll be another five years before he can even get Firefox.

I'm pretty sure that 74% of people might disagree with cumbersome. On top of which I support applications that aren't even IE7 compliant and Mozilla fucks them up even worse. That's not to say either browser is at fault; insurance companies don't exactly go out to buy the latest and greatest just because they have the money.
