Really, with heirloom gear and rest bonus you can already hit close to 250% bonus...with RaF you can hit 350%.  I doubt it's going to make much of a difference.

Old style level based MMOs will see a decline as more casual social games eat at their markets. The level gap is and has always been a way to separate people from playing with their friends.

There were other forces that helped abate that loss, as ericb points out, MMOs and even WoW have been implementing things to help bridge that gap.
