Can someone tell me why my characters on the character choice screen are all standing around in their underwear?  Is it a function of level, or some kind of bug?

It's to reduce lag on the servers while Blizz upgrades their hardware and looks for a solution to the downtime issues.

It's intentional to help reduce lag. Blizzard has stated that they hope to have it back to "fully-clothed" soon.
