What's wrong with my Just Cause 2 graphics?

I'm wondering what's causing this? This is only during dark scenes, almost like the brightness is too high. During normal outdoor scenes everything looks fine.

are you referring to the grain effect?  IIRC (it's been awhile since I fired up the game) that is normal.  I think this fix still applies.

Yeah, that is probably it. Ill see what happens when I turn it off because as you can see it doesn't look to good on my monitor.
