I haven't been following the latest video card stuff. I remember a lot of buzz about the Radeon 9800 Pro. Is that still a good card to get? How about 9700? I'm thinking about upgrading, I don't really want to spend more than $200.

Basically, what are some of the least expensive cards (better than a geForce 4 ti4600)?

I'm upgrading from a Geforce 4 Ti4200, and I chose an ATI 9800 Pro.  I've got a P4 2.4 ghz system with a gig of PC2700 ram.  The 9800 Pro seemed like the best DX9 capable card out there for the money that would match up with my system specs.  I actually started out looking for a 9700 Pro, but they seem to be really tough to come by these days and are not priced competitively (often almost as much, or strangely, more than a 9800 Pro).  

Another strong option is the new Nvdia Geforce 6600GT.  It's a more powerful card than the 9800 Pro, but not overwhelmingly so (at least not by an extent I would consider overwhelming).  My decision was made on a price basis in the end.  I found a refurbished ATI 9800 Pro for $175, where the cheapest 6600GT I could locate was $230.  

Also, you really should check out the Half-life 2 GPU shoot out at anandtech.  Part 1 covers the most recent, bleeding edge cards (http://www.anandtech.com/video/showdoc.aspx?i=2278&p=1), and Part 2 covers older cards like your ti4600 (http://www.anandtech.com/video/showdoc.aspx?i=2281).  There are also good articles linked in the other thread from Tomshardware.

i have a 9800 Pro in my rig (with a P4-3.0ghz) and it still runs everything great...definitely still a very reasonable card that will keep you ahead of the curve a little longer.  that said, the nVidia 6600GT does look like a better choice performance-wise if you can afford to pay just a little bit more...

The problem there is finding a 6600GT in AGP form. I think they are pretty much all PCI-express. I think there is one manufacturer that put out an AGP version, but it's hard to find in stock anywhere.

Yep.  As far as I know, XFX is the only manufacturer to put one out.  EVGA is also rumored to have a 6600GT AGP card, but good look finding one.  The scarcity of the AGP 6600GT cards make finding a good deal nigh on impossible.  Againg, if you're willing to spend $230 plus for one, they can be found (here's the XFX card at zipzoomfly: http://www.zipzoomfly.com/jsp/ProductDetail.jsp?ProductCode=321018 for $229 shipped, or, if you're partial to newegg, http://www.newegg.com/app/viewproductdesc.asp?DEPA=0&description=14-150-080&ATT=Video+Cards&CMP=OTC-pr1c3grabb3r for $244.50 shipped).
