Simple Free Photo Editing

Looking for something that can be used to correct red eye and just do simple resizes etc...

I am on Windows 7.

It has a tutorial on red eye removal.

Thanks for the suggestions, it will be for my wife to play with the family photos, so it has to be super simple...Picasa seems to do what we need and is really simple to use.
