1)Which one is most cost-effective Android phone right now that's still halfway decent?
2) What's some good stuff to put on a new Android phone?

what's your budget? most top line models run about 200 but have the best specs.
I got the EVO with sprint after dumping a iphone 3g and haven't regretted it once. I like having the level of control on how my phone works and functions that you wouldn't get with an apple product, and it's not even rooted.

I got a Droid Charge yesterday after having an iPhone for a year. I was shocked when I plugged it into my PC and I could just browse the file structure and copy files without having to launch any bloatware first.

It would help if you listed your provider...the androids vary greatly. I have the Evo 3D from Sprint and it's fantastic. The EVO is also great and much cheaper than the 3D. The latest versions from Verizon are great. About the only decent one from AT&T is the Atrix.

Verizon. I'm just looking for something that's affordable-ish. I don't want to go too crazy.

I looked on Amazon.com and new subscribers can get the Incredible 2 for $.01 I just tried it and choose "current subscriber" and it still shows the price as a penny.

So what apps are good? I'm saddled with a Palm Pre Plus, and there's NOTHING for it except Angry Birds. Are there good resources to see what things are good on it right now aside from sales lists?

I have the Motoral Triump from Virgin Mobile, pay only $25 a month for 300 minutes/unlimited data/unlimited text. No contract or taxes. (Before VM I was using the EVO through Sprint which was another good phone. Having an HDMI port is a must have for me now due to apps like JetFlicks.)
For games check out Project INF. (Free in the app store) Online only game. Up to 24 players in real-time with team deathmach and CTF.
Galcon is the same one from the iphone, but just as addicting. Very simple yet very fun to play. Up to 4 players online (never have any trouble finding a game) think it runs $1.99 in the app store.
For multimedia, JetFlicks. Has just about every TV show you can think of and a very reasonable $49.99 annual fee.

I also recently purchased a Motorola Triumph. It is a great phone for $25 per month.

I've decided to pick up the Samsung Attain (Galaxy 2 S) when it releases for AT&T. Unless, the iPhone 5 stats blow me away when ever Apple decides to release them. Been holding on the my 3GS and it's time for new phone

thats what im looking to do. i have a crummy featurephone and want something better when I can upgrade in october. looks like lots of good phones to choose from will be out at that time. leaning heavily to the galaxy 2 as want to try android. wife has a 3gs and will get the 5. i might end up dorking on her 3gs a bit and wait even longer (see what december brings)...hard to resist the upgrade though. thought about breaking my contract (etf + newby phone price is cheaper than att 2 yr phone price) and getting the droid incredible 2 and switching to verizon. all ive read about it show its a great 3g phone and its got gsm if i travel (almost did this before the data cap but didnt have time due to vacation and didnt want to be figuring out new phone while traveling). like that its cheap for new peeps but dont think i want to be using it for 2 yrs since most stuff coming out now is dual core w/ 1gb ram. droid 3 looked interesting but dont like the limited ram. still might go to verizon if they get a good worldphone I'm interested thats not on att. thought about sprint as I like their phones but hear bad things about their network and dont know any friends using it to see how it works in my area.

I've always been pretty happy with Sprint, both postpaid and prepaid (Virgin Mobile) and they're the only carrier left that still offers true 'unlimited' data. ATT recently announced they're going to start throttling those that are on grandfathered unlimited data plans.
You may also want to consider CREDO Mobile, which is a postpaid carrier that runs off of the Sprint network. They're offering the HTC EVO Shift 4G (with unlimited 4G/3G data plan) for $99, and they'll buy out your contract up to $200 per line. (Up to 3 lines.)
Also if you are considering Verizon, I'd suggest looking at one of the cell swapper sites where you can get a Verizon contract that was grandfathered in on the unlimited data plan. (There's quite a few people giving them away to get out of their contracts and you can always change or port in your number later.)

I would say hold off a few weeks and either get the new Motorola Droid Bionic or Samsung Galaxy SII. I expect the Bionic will be here early next month from the different phone sites and Verizon's own advertising and expect the Galaxy SII as well. Not sure if HTC has something else coming out soon. If you must have one right now I would say go with the Samsung Charge or HTC Thunderbolt.
