The fan is pretty loud and whines at times and at other times, for lack of a better description, sounds like it's revving.  I am pretty sure that it is the main fan and not the fan on the vid card (Radeon 9600 PRO).  Any advice?

Find out which fan.   Replace it.

If it's the video card that makes the noise, the Arctic-Cooling VGA silencers are very good.

If it's an 80mm fan, I like these Thermaltake Thunderblades.  Very quiet.
