InstallShield Scripting error

I tried to install the software for my digital camera and I get an error I try to install Vampire: Bloodlines and i get an error.

InstallShield
1607: Unable To install InstallSHield Scripting Run time.

I tried reinstalling InstallShield but it gives me that error. Not sure what else to do. Any help would be apperciated.

A lot of install shield errors can be caused by old installs sitting in your system's temporary directory.  Clear that out (should be C:\Windows\Temp or C:\Temp.)  

Also, are you logging in with administrator rights to your machine?

I tried that, didn't work still got the same error.  Yes this is my home pc. I cleared C:\Windows\Temp

Any and all other tips would be helpful.
