Not sure which Win 7 format tool you mean by your description.
Open up control panel, administrative tools, computer management, go to the disk management section, and then plug your drive in.
It should show up there, even if unformatted.
PS: Try FAT32 instead of NTFS. The partition is small enough, unless you need a file > 4GB, you're better off. Especially if you use it to transfer files to other devices.
Just the normal format where you right click on the drive and choose format. I'll give your advice a try, thanks.
