This virus and its variants have been running rampant the last couple of months. I have caught it and also removed it from 3 other systems since Christams. You are picking it up from infected websites most likely. Anyhow, it makes changes to your registry which cause any program your try to open to run the virus instead.
Here's the key you can use
http://www.fixrogues.com/vista-security-2012-removal-guide. Entering it will temporarily free you up to run other programs including virus removal stuff. Also, I was able to right click and run as admin in lieu of using the above code on some of the systems I fixed. Your registry may or may not still be hosed after removal, I hit %50 on that. Here is the registry fix to run after removal.
