Quote reply bug?

I've noticed this now on IE8 and Safari..wondering if anyone else is noticing it.  When you hit "Quote" to reply to a thread, and if the quoted item is larger then the reply box, it tends to "scroll up" by itself.  I've attached a picture below that shows me doing a quote reply to the Steam sales thread.  If you try to type anything at the end of that set of text, with every character you type - it moves the whole focus up and you end up not being able to see what you are typing.

YES...dude, thanks.  And this actually works fine in Safari...it is only in IE8 with no compatibility.
