I think the x2vga adapter does what you want, I have no idea how good it is or what other options there are.

As ^^ said x2vga.com all the way. I had one until I got a HDTV and it worked great. Picture quality was great on a CRT, but not so great on my Dell 2005FPW due to the stretching for 480p games. One caveat though, it does not support games that only run in 480i. DarkWatch comes to mind.
