You have the operating system and the hardware it functions with; all that's left is the game to play on said system and hardware.
....Half-Life 3? That was a joke; Valve will release Sony's The Last Guardian before they release they're own game. But what do you guys think? What will Valve announce tomorrow?

They were hinting at input. Rift is output .. but perhaps they're referring to the controls of OR.
