I see that in the CG Database there are two star ocean: till the end of time games.  One is a directors cut.  Why have I never seen this for sale?  If it exists where can I get it?  If it exists whats the difference from the original version?

Ok I've done some research and it looks like the Director's Cut was released ONLY in JAPAN.  Is this true?  If so Is the copy that was reviewed here actually the director's cut or the normal version?  

I WANT THE DIRECTORS CUT!  GAGHGHHHAAaaaaa....

The American release is indeed the Director's Cut.

The original version was buggy.  DC fixed that and added a new playable character I think.

Yep, new playable character (might be character(s)), the whole fighting thing, and alternative costumes.  Might have included a couple of dungeons too.

Yes there are several new dungeons, though only one of which I think is recommended to play prior to beating the game.

Well, I have a collector's edition that one might call a collector's edition.  Its not the standard shelf edition....maybe its just limited?  I'll see if I can get some answers from Squarenix.

The version Square released in the USA is the Director's edition. You can tell by the cover of the DVD case, which combines the two Japanese version's colors (red for the original, and blue for the director's edition... or vice versa).

I'd argue that it's still buggy - I've encountered instances of excessively long loads and even had a lock-up when accessing the menu.
