Something just hit me, if my internet were to go down or if for whatever reason i'm without access to steam online, is there a way to make some backups?
I was recently without internet for several months recently for a couple different reason and if that were to happen again, am i screwed?

You can copy the .gcf files to a CD or DVD for backup, though I'm not sure if you can reactivate those without an internet connection.  But as long as you have the single-player games installed and registered once, you can play them just the same.

You can just copy your entire valve folder to a DVD and then copy it back.   Make sure you copy the clientregistry.blob file.  That is the file that tells the steam program that you have registered and own all the .gcf files and that you are logged in and can play in offline mode.   As long as you don't logout of steam and you have all of the program you want to play downloaded, you can play in offline mode.
