Katamari Damacy and any critically-liked Greatest Hits titles. There's some mighty good stuff in there for $20.
Katamari Damacy is a must at $20 also.

Oh yeah, definitely Ico. And RAD if you can find it for $20 (since that's your limit). Also Wild Arms 3.

SMT Nocturne is a good one, great style, awesome sense of a demonic world. Don't be put off by the complexity and give it a try Not $20 however . . . I found RAD to be confusing and not a lot of fun. Maybe I'm in the minority . . . I'd say pick up FFX, seeing as how it IS the ps2 RPG if you like RPGs. Katamari Damacy is a must a $20. Fun little game. The Ratchet and Clank/Jak games are good platforming ones. Also Sly Cooper is a pretty fun title as well.

Hmm didn't see the 20 dollar limit yah you won't find Nocturne or Disgaea at that price. I second Phantom Brave if you can get it for 20.00 Game stop was selling Phantom Brave LE for 19.99 not to long ago might see if they have any.

absolutely Katamari Damacy - if you don't go crazy over it, someone who visits will! everyone i showed it to ran out and bought a copy right away.
Ico can be an acquired taste - it's a bit slow for some folks, with puzzles, but just so "artful" it's a joy to play (if you like it - it seems to be an either love it or hate it kind of game).
also, Dark Cloud 1 and 2, if you like Zelda-ish games; the ones already mentioned if you like platformers; Champions of Norrath for hack-n-slash; Half-Life for a shooter; Kingdom Hearts and Primal are two more of my favorites with a unique flavor to each. all of these can be had for $20 and under, some probably used though.

If you want a shooter on the PS2, I'd suggest Red Faction, unless you've played it on the PC. That's a pretty cool game. I remember buying it when it came out and enjoying it.

If you're looking for classics, I recommend Metal Gear Solid 2: Sons of Liberty. You can find it used for less than $10 and trust me, it's worth it. Too bad MGS3 is still expensive, or that would've been my first choice. Final Fantasy X is another great title, though I never finished it (not yet, anyway). If you want a good fighter, Virtua Fighter 4: Evolution is the best. A good second is Mortal Kombat: Deadly Alliance. Both are Greatest Hits and thus $20. A good action game is Devil May Cry 1. You might like the Onimusha series, of which the latest (the third) recently dropped to $20. A personal favorite is Tenchu: Wrath of Heaven - a ninja stealth action game As for Katamari Damacy that everyone recommends, it is very innovative and original but I guess if you're not into that stuff, you might find it a bit stupid. Read the reviews.

Freedfom Fighters is a decent third person shooter that I am playing right now, and it is running on the 20 price tag. There have been some good suggestions in this list, but you didn't really mention any Genres you really liked. Could you help us out with that?

Most have already been mentioned, but here's my recommended list for $20 & under
- Beyond Good & Evil - Final Fantasy X - Xenosaga - Dark Cloud 2 - Zone of the Enders 2 - Katamari Damacy - NBA Street Vol 2 - Tenchu: Wrath of Heaven - Arc the Lad: TotS - Burnout 2: Directors Cut (however, Burnout 3 is infinately better if you can afford it) - Baldur's Gate: Dark Alliance
If you own a PS2, I think you're legally required to at least rent God of War. Probably the best action game on the PS2 (and possibly any system).
Plus you can go back and play some of the great PS1 RPG's you may have missed. Chrono Cross, FF 9, Vagrant Story, Vandal Hearts, Xenogears, etc.

I'd skip the Baldur's Gate: Dark Alliance games and go right for the $20 Champions of Norath. It's pretty much the BG:DA games but more, more, more.
Shadow Hearts: Covenant is 20 At Toys R us. Great RPG, if not a little quirky.
More expensive, but must haves -
God of War Metal Gear Solid: Snakeater
I personally very much enjoyed Mark Of Kri & Primal, both should be well under $20.
Welcome to the best console on the planet! (Still.)

No shit? Had I known that, it would have been my first recommendation. SH: C is an absolute must-play if you're a fan of RPG's.
