I've been debating upgrading to a dual core and second 8800GT.

Moliere, I think in the case of FO3, going dual core will be a big benefit.  FO3 is exactly the kind of game that could make use of multiple cores, especially since it's been developed for the 360 and PS3, both systems use multiple cores.

Not sure about the second video card though.

I tried to run Stalker and Oblivion at min settings most recently (Unmodded) and neither were playable due to frame rate issues.  Sure I could move around and stuff but combat was outta the question, which is a big part of both.  Mods helped both become somewhat playable but the new computer was key

I think if Fallout 3 were being offered over Steam, my ability to avoid an impulse purchase by virtue of the gamestores being out of my way would be circumvented. Clearly, it is a good thing that Bethesda doesn't offer titles through Steam!

I think gold announcements these days are just pre-timed PR announcements and aren't necessarily indicative of when a title necessarily enters manufacturing.  Fallout 3's release date has been set for quite a long time and nothing was really going to change that on either end.

Went to GameStop today to change my preorder from regular 360 edition to PC CE edition along with a CE guide and the guy said they got them in today. I used my jedi mind trick to try to make him let me have them today but alas....the force is weak in this one.

They are not preloading, so you will have to dowload the whole game whenever it does get unlocked, which could mean you will face slow servers depending on what the demand is.  Also, the countdown clock on Steam for the game, though it says it's "approximate," counts down to 10AM PST/1 PM EST on Tuesday. 

In other words, unless you go to a retailer that is doing a midnight opening (a few Best Buys only as far as I've heard), you won't get it until Tuesday morning.
