hey, rpg maker 3 comes out tomorrow. i'm gonna like....get it and stuff. cause it looks heck a awesom. you can like...make your own characters and scenery and story and crap. its gonna be sweet.

Yes, I've heard some good things about this.
What I'm hoping for is a streamlined way to just create little random scenarios -- don't know if it will be up for that (?)

There's also a PC version, although it appears to be all 2D, unlike the console version.  Gamespot has a 30-day trial here.

yeah, the pc versions tend to be 2d. rpg maker 2 introduced 3d game making, although it wasnt as good. but with numero 3, it should be easy to like you said just make random little scenarios, then play through them. like, one an old pc version, (i was really young) i made like this game where you were Death...and my friend (who owned it) made it so you talked to Mario and he turned into a chicken. Oh yeah, and on number 2, my friend made his airship a giant baby. a giant flying baby. ta daa!

They really need to make something like this for the PC.  Yes, you can mod, but I mean something with a lot of premade resources and simpler scripting for players to fool around with.
